Claims of 'postcode justice' over patchy use of Asbos

Questions have been raised about the credibility of the Scottish Executive's flagship policy on antisocial behaviour after official figures showed huge variations in enforcement rates by local authorities.

The executive figures show that half of Scotland's 32 councils had six or fewer antisocial behaviour orders (Asbos) in force between December 1999, when they were first created, and March this year.
