Caution required in exercising powers of judicial review

Where a minister was required to lay an approved investment contract before Parliament with a statement that he considered the key criterion for approval to be satisfied, the court should exercise caution in granting judicial review of his decision that the key criterion had not been met and consequent refusal of a contract, as such relief might require him to make a statement in Parliament contrary to his conclusion.
