Child Abuse: those who look away are culpable too

The recent revelations about the extent of Jimmy Savile's sexual predations in NHS hospitals have again raised questions over what people knew and why they failed to stop him. There is no law in this country that requires knowledge of abuse to be passed on to the authorities and there is good cause to believe that even when police and council officials have been alerted, nothing has happened. Unless those who turn a blind eye to the mistreatment of children and vulnerable adults face some sort of punishment for failing to do their jobs properly,
