Tagging 'too soft to keep criminals in line'

The early release of prisoners on electronic tagging is proving unpopular with the public according to a new report.

An independent inquiry - headed by one of the judges who heard the Lockerbie bombing trial - also called for a review of Home Secretary David Blunkett's high-profile "custody plus" sentences because they have "little or no value" in deterring or reforming criminals.
