By suggesting to a defendant to confiscation proceedings that he might feel that his evidence would have greater weight if he swore on the Koran rather than give an affirmation, a judge had manifested apparent bias. That affected the safety of the confiscation order as the judge went on to make comprehensively adverse findings about the defendant's credibility.
