When considering the sentence to impose on an offender who was aged 17 at the date of committing the offence but 18 at the date of conviction, it was appropriate as a starting point to consider the sentence that would have been imposed at the time of commission as a powerful factor, but one of the matters which might ultimately determine the appropriate sentence was the need, in any given case, for a deterrent sentence.
