Only half of officers 'would report colleague who punched suspect'

Officers were "unwilling or unlikely" to report unacceptable behaviour by colleagues, even when they knew their actions were wrong, and were also "not clear about the bending of rules covering 'minor' offences", such as working in their spare time or accepting free drinks or gifts, a report found.
