In an incident involving indecent exposure, the Criminal Injuries Compensation Board could refuse to award compensation where it had not constituted a "crime of violence". The term "crime of violence" under the Criminal Injuries Compensation Scheme 1990 did not constitute a term of art and was to be used in its ordinary sense.
