The definition of harassment in s.7 Protection from Harassment Act 1997 was an inclusive but not exhaustive list. The words "alarm and distress" in s.7 of the Act had to be taken disjunctively and not conjunctively. It was for the magistrates to make findings on whether particular incidents were capable of constituting acts that were part of a course of conduct as required by s.2 of the Act.
