A full-time district judgeCertainly there were delays in papers arriving and delays in lawyers arriving. I also remember that prisoners were not arriving at the beginning of the day, they were arriving throughout the day, whereas normally in a fast-moving court there is efficiency and you deal with prisoners in a fair but businesslike way.
