The defendant newspaper proprietor succeeded in proving the substantial truth of defamatory allegations against the claimant police officer that there were reasonable grounds to suspect failures in respect of one criminal investigation with which he was involved and that he was responsible for failures in a second criminal investigation that led to arrests that should never have happened.
