A general opinion by the Adjudication Panel of the Law Society that a solicitor's practice was unsatisfactory was an insufficient foundation for intervention pursuant to the Solicitors Act 1974 s.35, and it was similarly doubtful that it should carry any substantial weight when the issue of withdrawal of an intervention was being decided. In the circumstances, there was no reason to suspect dishonesty of the solicitor and, while there had been some breaches of the Solicitors' Accounts Rules, they were not serious enough to justify intervention.
