[2011] EWHC 1257 (Admin)

The extradition of an individual to Latvia who was classified as a non-citizen under Latvian law because of his Russian ethnicity did not engage the Extradition Act 2003 s.13(b) as the discrimination that he faced if returned was general and did not impact upon the criminal process in respect of which there was no suggestion that he would be discriminated against.
