Snoopers charter would protect from terrorist 'mayhem' on British streets, says Philip Hammond

Philip Hammond intervened in the row over new surveillance laws, known by critics as the snoopers' charter, after the murder of a soldier in Woolwich. MI5 were monitoring two Islamic extremists suspected of carrying out the attack but had not considered them a high risk.
