When considering whether a registered sex offender was a fit and proper person to hold a passenger carrying vehicle ('PCV') drivers' licence, magistrates were entitled to take account of his current employment status. The presence of an applicant for a licence on the Sex Offenders' Register was not determinative of the issue of risk.
