A police force's decision to disclose failed allegations against a teacher in an enhanced criminal record certificate was quashed where it had failed to deal properly with the question of proportionality in not assessing the seriousness of the allegations, the reliability of the information, the period of time that had elapsed since the allegations or the impact on the teacher of such disclosure.
