The reluctance of key witnesses to give evidence in criminal trials is a fast growing and serious problem for the criminal justice system. Increasingly, witnesses who could shed light on serious crimes attempt to get out of giving evidence, to the point of refusal, even when facing possible punishment for contempt of court.
