A period of seven years between a complaint being made that formed the basis of a European arrest warrant and the warrant being issued did not in the circumstances amount to culpable delay on the part of the requesting state. The mental and physical state of an individual whose extradition was sought was not so bad that it would be unjust or oppressive to extradite him as it could not be said that it was inevitable that he would be found unfit to plead.
