The court gave guidance as to the duty of prosecuting counsel when putting forward a proposed sexual offences prevention order. Although the judge had to approve or disapprove the particular provisions put forward, primarily it was the responsibility of the prosecution to put before the judge provisions which were necessary and proportionate.
