Tariff review of a youth sentenced to detention during Her Majesty's pleasure after being convicted of a murder committed when he was 15 years old. He still had not admitted his responsibility for the murder. However, his positive development in prison and the fact that the original tariff of 14 years was high for his age justified a reduction to 11 years.
