Under the principle of finality, the court would not normally grant an extension of time to enable an appellant to cite a subsequent change in the law as a ground of appeal; once the time for appealing had passed, an order was final for all purposes. However, where a notice of appeal had been filed on time, the order below was open to review and an appellant should be allowed to take advantage of a change in the law occurring between the date of the order and the filing of the notice of appeal.
