A complaint concerning a decision on a particular subject by a chief officer of a police force, such as a refusal to personally investigate an alleged offence, was a complaint relating to the conduct of the chief officer and not a complaint related to the direction and control of the force, notwithstanding the lack of any specific assertion of personal misconduct or dereliction of duty by the chief officer, and the police authority was accordingly obliged by the Police Reform Act 2002 Sch.3 to record the complaint.
