[2010] EWHC 919 (Admin)

The Parole Board was entitled to refuse to recommend the re-release on licence of an offender who had been recalled to prison after he was suspected of, but not charged with, committing an offence. The evidence before the board, including the surrounding circumstances of the offender's case, justified a conclusion that there was a risk of re-offending.
