The test to be applied by the police when deciding whether to give non-police personnel security clearance to work with the police involved a two-stage process: first, it was a case of asking whether there were reasonable grounds for suspecting that the applicant was or had been involved in criminal activity; if so, it was then necessary to consider whether it was appropriate, in all the circumstances, to refuse him security clearance.
