Poor hit most by yob culture

Anti-social behaviour by teenage yobs is worst in inner cities, with 34 per cent of residents saying it has a "big" impact on their lives.

But many victims called for the causes to be tackled. Only 20 per cent thought tougher penalties were the answer, a report said yesterday.
Professor Mike Hough, one of the authors, said: "We need not only to be tough on anti-social behaviour but also tough on the actual causes of anti-social behaviour.
