The law on attacking burglars will remain unchanged, the new home secretary, Charles Clarke, announced today, but there will be a public information campaign to inform householders as to what "reasonable force" entails.

The announcement came as a Conservative MP was about to present his backbench bill amending the law to allow all but the most "grossly disproportionate" force against thieves who break into people's houses.
