Threatening to put a police officer's job at risk, waving a newspaper in his face to emphasise the threat and using belittling words to him could not, without evidence to that effect, be considered likely to cause the officer "harassment" within the Public Order Act 1986 s.5. An extradition request based on those facts therefore did not meet the dual criminality requirement of the Extradition Act 2003 s.65(3).
