New measures offering some persistent offenders an alternative to prison are expected to be announced by Scotland's justice minister.

Cathy Jamieson is understood to be backing a community-based programme for repeat offenders who have committed crimes like burglary and petty theft.
She is also expected to expand electronic tagging.
