[2002] EWHC 1524 (Admin)

A "City Bug" conveyance, mechanically propelled where it was impossible for the machine to be used safely if reliance was placed on the pedals alone, was not an electrically assisted cycle under reg.4(b) Electrically Assisted Cycle Regulations 1983. Road insurance was required for its use.
