The court should not lend itself to a procedure that was designed to obfuscate the effect of its judgment. It was therefore not appropriate to suspend the operation of orders declaring the Terrorism (United Nations Measures) Order 2006 and the Al-Qaida and Taliban (United Nations Measures) Order 2006 art.3(1)(b) ultra vires and quashing them.
