A national fingerprinting scheme is to be introduced by stealth, claim campaigners, despite the Government's failure to get the go-ahead for a national ID card.

The Home Office confirmed that it has plans to fingerprint all passport applicants within the next five years. The prints would then be stored in a chip on the passport.
