When the home secretary, Theresa May, published the draft Investigatory Powers Bill last week, Labour’s spokesman, Andy Burnham, expressed support on behalf of his party. Over the weekend, he changed his tone. His earlier welcome for the “stronger safeguards, particularly in the crucial area of judicial authorisation” became a concern that the “safeguards you are proposing are not as strong as it appeared when they were presented to the Commons”. That criticism is unjustified.
