Someone who was habitually stationary in the street for periods of at least fifteen minutes, often in excess of half an hour, and on occasion in excess of an hour, and who during those stationary periods had sold intermittently to members of the public and had not stopped for the purpose of selling to a specific member of the public, was properly to be described as someone who had been engaged in street trading and was not a pedlar.
