A district judge had correctly held that a Polish national who had failed to meet obligations imposed by the Polish judicial authorities to notify them of any change of address following a police interview about a minor fraud offence was a fugitive. He was therefore unable to rely upon the passage of time since the alleged offence as rendering his extradition oppressive. As any custodial sentence passed was likely to be short, extradition was a proportionate interference with his human rights.
