PUBLISHED March 30, 2000It was lawful for a secretary of state to impose or uphold a "whole-life" tariff on someone sentenced to life imprisonment for murder. There was no reason, in principle why a crime or crimes, if sufficiently heinous, should not be regarded as deserving life-long incarceration for the purposes of pure punishment.
