It was good practice for a judge, when deciding on a minimum term where a defendant's previous convictions made him eligible for a mandatory life sentence, to provide reasons with reference to the factors set out in the Criminal Justice Act 2003 Sch.21, particularly where there was a well known starting point in operation.
