Crimes which threatened a democratic government, the security of a state and the daily lives and livelihood of millions had a seriousness of their own and there could be no precise equivalent in sentencing. However, some weight should have been given for the fact that the primary plan had not included death and injury, albeit that this was a likely consequence.
