Once a life prisoner had succeeded in satisfying a Discretionary Lifer Panel that he could safely be released that decision had to be regarded as final and conclusive, subject only to the Secretary of State for the Home Department demonstrating that it was fundamentally flawed or pointing to a supervening material change of circumstances.
