The Firearms Rules 1989, which provided that firearms certificates were subject to a condition that shotguns were to be stored securely "so as to prevent, so far as reasonably practicable, access to guns by an unauthorised person", prevented a certificate holder from allowing any unauthorised person, including an unauthorised adult occupant of the house, from knowing the location of the key to the gun store.
