Where a court gave an indication, which was not opposed, that confiscation proceedings would be terminated by the repayment of overpaid social security sums, any continuation of the confiscation proceedings amounted to an abuse of process and was oppressive, so that proper administration of justice required that the confiscation proceedings be stayed.
