It had not been perverse to refuse to stay proceedings to enforce confiscation orders, even though there had been significant delays, as the offenders had known about the prosecution's intention to enforce the orders and looking at the whole of the circumstances the offenders' rights under the European Convention on Human Rights 1950 art.6 had not been breached.
