Where a chief constable imposed conditions on a public assembly pursuant to the Public Order Act 1986 s.14, he had to identify what limb of s.14(1) was being relied upon. If the limb being relied upon was s.14(1)(a) the chief constable had to identify which of the three grounds contained in that limb was being relied upon and give sufficient reasons to enable a party to whom his decision was directed to understand his decision.
