The Road User Charging (Enforcement and Adjudication) (London) Regulations 2001 conferred a discretion on an adjudicator of the Parking and Traffic Appeals Service to direct that penalty charge notices be cancelled in circumstances where there were grounds for mitigating the penalty or totally relieving the recipient of the penalty, even though the ground for resisting the charge under s.13 of the Regulations had not formally been established.
