The proposed investigation by the secretary of state into the claimant's suicide attempt in custody did not meet the State's obligations under the European Convention on Human Rights 1950 Art.2, and the claimant was in principle entitled to a mandatory order requiring the secretary of state to conduct a full and effective investigation into the circumstances of his attempted suicide.
