Where a vulnerable prisoner had attempted suicide whilst in custody and had sustained life-threatening injuries, any inquiry into the incident had to be held in public in order to properly discharge the state's investigative obligation implicit in the European Convention on Human Rights 1950 Art.2 . It was not, however, necessary for him to be able to cross-examine witnesses.
