Appeal against fines for use on roads of goods vehicles when the weight transmitted to the road surface by the wheels of the second axle exceeded the permitted weight of 10,500 kg contrary to reg.80(1)(b) of the Road Vehicles (Construction and Use) Regulations 1986 and s.41B of the Road Traffic Act 1988.
