Where an individual was continually abusive to someone who came within his vicinity, that amounted to a course of conduct for the purposes of the Protection from Harassment Act 1997 s.1, even if the victim had chosen to come within his vicinity. A defendant's abuse towards a social services care manager who was returning his telephone calls amounted to a course of conduct under the Act.
