The Metropolitan Police is expected to be criticised for the way it handles internal complaints, particularly when ethnic minorities are involved.

The comments will be published in the findings of an 11-month inquiry, headed by former union leader Sir Bill Morris, into working conditions in the force.
Among the evidence considered was a survey of the Met's 43,000 employees.
