For the purposes of making compensation payments to those wrongly convicted of criminal offences, the provisions of the International Convenant on Civil and Political Rights Art.14(6) had been superseded by the Criminal Justice Act 1988 s.133 , and a magistrate would not normally be regarded as a member of a public authority.
