[2008] EWHC 2312 (Admin)

In the circumstances the Parole Board's decision not to hold an oral hearing of an application by a long-term prisoner serving a determinate sentence for release on parole licence constituted a breach of its duty to act fairly and was a violation of the European Convention on Human Rights 1950 art.5(4).
